It is feature in windows XP and up for both computers ,and have MSN messenger Installed at least for the PC which is need help and both the asker and helper should have hotmail e-mail,
to start remote assistance the asker should sign up the messenger and click tools >Ask For Remote Assistance and put the helper hotmail , but both of computers should be connected to the internet and the remote feature are enabled on both, to enable that click
-start
-control panel
-system
-"remote" tab
-check both ,the remote assistance and remote desktop and click apply and OK
good luck
hint : the asker should add the helper e-mail in his list of the messenger.

A mainstream solution is Symantic's PCanywhere.

It is available for a price (can't find one as of now) it will do what you need.

Further Googling may turn up for free solutions that could require you AND your friend to open up router ports for remote access.
